WASHINGTON, DC — The U.S. Dept. of Commerce has issued an affirmative preliminary determination in its countervailing duty investigation of imports of quartz surface products from India and Turkey, finding that exporters from those countries received countervailable subsidies ranging from 4.32% for India and 3.81% for Turkey.
As a result of last month’s decision – sparked by an unfair-trade petition filed earlier this year by Eden Prairie, MN-based quartz supplier Cambria Company – U.S. trade officials have instructed Customs and Border Protection to collect cash deposits from importers of quartz surface products from India and Turkey based on these preliminary rates. 2018 imports of quartz surface products from India and Turkey were valued at an estimated $69.5 million and $28.0 million, respectively, according to government officials.
The Commerce Dept. is scheduled to announce its final countervailing duty determinations on or about Feb. 19, 2020. If Commerce makes an affirmative final determination, the U.S. International Trade Commission (ITC), which is also probing the case, will make final injury determinations on or about April 3, 2020, government officials said.
